How Does 8570 Affect My Organization?  
 

 

Your organization must follow the guidance and procedures for the training, certification, and management of the DoD workforce conducting Information Assurance functions in assigned duty positions. The guidance and procedures are established in the DoD Directive 8570.1 "Information Assurance Training, Certification, and Workforce Management" and the DoD 8570.01-M " Information Assurance Workforce Improvement Program" Manual. These documents provide specifications for the following areas:

  • Provides guidance and procedures for the training, certification, and management of the DoD workforce conducting Information Assurance (IA) functions in assigned duty positions.
  • Provides information and guidance on reporting metrics and the implementation schedule.
  • It applies to the Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the  DoD Components ).
  • The certification requirements apply to DoD civilian employees, military personnel, local nationals, and support contractors performing IA functions either full or part-time.
  • Personnel required to perform any IA function at any level must be certified to the highest level of functions performed.
  • The DoD Directive 8570.1 and the 8570.01-M Manual applies to all positions with IA duties, whether performed as primary or additional/embedded duties.
  • It is effective immediately and is mandatory for use by all the DoD Components.

Your organization must identify, document, and track the following:

  • All of your IA personnel and their position categories and levels.
  • The functions, training, and certifications that are required for each IA professional.
  • The completion and status of IA personnel's training and certifications.

Timelines have been established to ensure the IA DoD workforce is meeting training and certification requirements. These are conducted in calendar years (CY).

  • Year One ( CY-07 ): Identify IA workforce positions, fill 10 percent of the IA positions with certified personnel. Develop budget to support follow-on implementation years two–four.
  • Year Two (CY-08 ): Fill a total of 40 percent of the IA positions with certified personnel.
  • Year Three (CY-09) : Fill a total of 70 percent of the IA positions with certified personnel.
  • Year Four (CY-10) : All IAT and IAM Category positions are held by certified personnel.
  • Year Five (CY-11): All CND-SP and IASAE Specialty positions are held by certified personnel.

Thereafter, all incumbents and new hires must be trained, certified, and recertified in accordance with this Manual.
